BEonline (Blackburn East Wired-Up Community)
Blackburn East - through the BEACH Partnership - successfully bid for funding in 2001 to become a Wired-up Community. Blackburn East Area Community Help (BEACH) Partnership, a community umbrella organisation, working to change things in East Blackburn, consists of 13 local community groups/organisations based in the area.
A management team was appointed to oversee development in line with the wider ICT plans for the region. An integral part of its vision is the provision of a community-oriented web site, BEonline, which maximises the value of the technology in place and presents a demonstrable benefit to the people of East Blackburn.
Clicks and Links has been involved in the BEonline web site development from its early stages, helping BEACH to scope the site and engage public agencies, community groups and the local community. Key work includes:
- Phase 1 - Scoping Study;
involving consultation with Blackburn Agencies/Service Providers and local Community Groups and Voluntary Organisations; the output of which enabled the accountable regeneration task force to determine the scope of the website and to commission its development and implementation. - Phase 2
Development and implementation of key Agency interfaces and Community content. - Phase 3
Introduction of the remaining Agencies and enhanced functionality. - Migration of BEonline.org.uk onto Clicks and Links' new product Roundabout 2.
- Provision of hosting, support and maintenance services (with the NCC).
BEonline
The initial pilot development and implementation was completed in 2001, using a combination of Clicks and Links and 3rd party technical resources with Clicks and Links providing user liaison and project management. Building on feedback, the live site was continually enhanced whilst being supported and hosted throughout 2002, migrating during Q4/02 to the new in-house developed Roundabout 2 solution.
