e-Innovations

The focus of the e-Innovations programme is to encourage practical examples of new and innovative approaches to joined-up working, effective service delivery and community engagement, which are sustainable in the long term.

The e-Innovations programme was a ground breaking initiative for government. It was designed to support experimentation and accommodate learning.

The Office of the Deputy Prime Minister, in conjunction with Kirklees Metropolitan Council, appointed RBA Research to undertake the evaluation of the programme.

The Brief

To develop a new site to be used as a vehicle to convey the outcomes of the e-innovation project, instead of a detailed report. The solution identified is a scalable (both horizontal and vertical) site structure to accommodate approximately 200 pages. However, the site needed to accommodate organic growth of content over time.


Other requirements included:

  • The ability to include audio and video clips within the core content of the site. For purposes of estimation consider twenty 20 seconds video clips and twenty 30 second audio clips.
  • The ability for any user to publish comments on all relevant sections of the site.
  • The ability for the end user to access a wide range of links and external resources and to recommend the inclusion of additional resources.
  • The ability for members of a particular end user group to read and dynamically update (WIKI Style) a discussion paper around a "Framework for Building Innovation in Local Government".
  • Branding and Design of a logo and templates for the site, inline with the Digital Challenge brand.
The Process

Clicks and links were engaged by the e-Innovations Programme to develop this website towards the end of February, 2006 and the website was launched in conjunction with the Local e-Gove Expo on the 4th of April 2006.

Using the opensource based Plone Content Management System.

Clicks and Links implemented the Plone System and then proceeded to make small alterations in line with the clients requirements, including ensuring that the Exploring Innovation brand was consistant throughout the site. In addition to this, the majority of the project activity involved ensuring the content and structure was legible and logical to the endusers.
