Hyndburn and Pendle Lifesites
The Brief
To develop two web portals to support the Hyndburn and Pendle communities.
The Process
Clicks and Links started work on this contract in January 2004. Following a requirements gathering activity to determine the needs and expectations of the target audience, a technical and functional specification was drafted to interpret the requirements into functionality and structure. The specifications formed the base used by software engineers to build the site.
The next phase consisted of training and testing to allow main users and content editors to familiarise themselves with the system and ensure all functionality was fully compliant with the specifications. Once this phase was completed the project was ready to be signed off.
The Product
The sites target both residential and business markets, providing a single, consistent access point across each sub-region, and provide a catalyst for joint development and delivery of web services to the areas.
The new sites provide interactive and transactional gateways through which residents, businesses and visitors can access services such as:
- Buying goods or services from local businesses online
- Joining online community activities such as discussion groups
- Making reservations at leisure facilities
- Links to paying council tax or reserving places on further education courses
- Booking appointments to see a health visitor
The activities outlined above will be powered by the RoundAbout 2 innovative toolkits, a new feature to the RoundAbout suite. The Toolkits will enable users to build and update their own website, either at a basic level, or at the more sophisticated level required by partners like colleges and businesses who wish to improve their presence.
The current Hyndburn Borough Council website is in the stages of being migrated into the Hyndburn portal. The new site will be going live later this year.

The portal project is a major community initiative for both East Lancashire boroughs and will also make a significant contribution to the delivery of both councils' 2005 e-Government targets. The authorities secured the funding for the project from government and public funding schemes.
